The WFC considers it important that both organizations agree to these meetings, both for the wellbeing of the profession in Japan and as a sign of good faith. 5.An important early agenda item, the WFC suggests, should be the level of education being recommended to the Ministry as the basis for registration/license as a chiropractor when regulation is introduced. What the WFC understands from the meetings in Athens is that the JAC supports the level established for the Japanese Chiropractic Register, the equivalent of the lower WHO Guidelines standard, and the JCS now supports the full WHO Guidelines standard, the equivalent of graduation from an accredited college program. The JCS position would mean that many graduates from CSC programs, having been told that graduation would qualify them for regulation in Japan and recognition by the international chiropractic community, would now require further education. The WFC considers it most important that there be fuller discussion and then agreement in this area. 6.With respect to the 2019 WFC Congress, the Executive is recommending to the Council that this not be held in Japan because there is significant risk of professional and financial failure given the current level of conflict in the profession. This presents a very different position from the time of the WFC Congress in Japan in 1997, when the WFC member was the Chiropractic Council of Japan (CCJ) representing most doctors of chiropractic in the country. 7.The WFC now asks each of the JAC and JCS to reply by June 30 confirming agreement to proceed with future meetings as set forth above, and suggesting appropriate dates for an initial meeting. I write to summarize the position of the Council and to confirm the offer made to each of the JAC and JCS on May 12. 1.With respect to the June 15, 2012 agreement between the JAC and JCS, now expired, in this agreement both parties acknowledged the need for continuing meetings to promote appropriate educational standards and the future success of the profession in Japan. It is disappointing that meetings under the agreement were not possible after May 2013. It is not helpful for the WFC to comment on reasons why, or who was at fault. All parties should now be looking to the future. 2.A future course of meetings is important for the same reasons as in the past. In addition the government is asking for a unified voice from the chiropractic profession if it is to proceed with regulation. A unified voice can only be achieved with cooperation between the JAC and its partners on one hand, and the JCS and its partners on the other. 3.The key to successful future meetings is involvement of the WFC as an impartial third party and administrator. The WFC offers the following: a.Dr Richard Brown, Secretary-General, as Chair and administrator for three face-to-face meetings in the next 12 months to be held in Tokyo in or about August, December and March 2016. b.For each meeting Dr Brown to establish an agreed agenda, to travel to Tokyo for the meeting, and then to prepare minutes and report to the parties. c.The JAC and JCS to share equally his costs of economy travel and accommodation.
